如何有效化解地理信息保密与应用的矛盾是世界各国共同面临的难题。长期以来,我国地理信息保密技术缺乏坚实的理论基础,其技术逻辑无法有效支撑管理逻辑,加剧了地理信息保密与应用的矛盾。针对这一问题,本文基于信息不确定性理论,利用信息的特有属性,结合国家秘密的基本要素,提出地理信息保密的技术逻辑。认为地理信息是其确定性和不确定性内外交织的综合体;其内在不确定性此消彼长,引起地理信息重要性与可靠性的上下波动,触发地理信息密与非密的相互转换,是地理信息保密的内在逻辑;进一步厘清了地理信息定密、脱密与评估的技术逻辑。最后指出地理信息保密技术逻辑支撑管理逻辑的路径。
